Establish Your Tax Classes
If you are selling only digital goods, VAT rates in WooCommerce can be added under standard rates.

Alternatively, if you have a CSV file in the correct format, you can import VAT rates to save time. Tax Class Digital Goods: The above rates are in CSV format with tax_rates.csv
To import this file, click the ‘Import Rates’ button on the tax input page, and an importer will appear then you can import the Rates.
Once you upload and import and input your rates, then you should see a table similar to this:
With the establishment of EU VAT rates, users who buy a product with the digital goods tax category are taxed on their location, rather than the store location.
Specify The Tax Class To Products
To apply this tax class for digital products in WooCommerce:
- Go to: Products > Products.
- Edit Products Select
- Digital Goods from the Tax Class dropdown.
- Save.
You can also bulk-edit products:
- Go to: Products > Products.
- Tick the box on the left of each of the products you want to edit.
- Select Edit from bulk action dropdown.
- Apply.
- Set the Tax Class in the drop-down menu.
- Update.
